Will the Discussion plugin be coming to the cloud anytime soon? Looks like it could replace some features we are currently using on basecamp and be in Confluence/JIRA only.

Since the Cloud instances are essentially closed to many customizations, I believe it might not be available for them.
Maybe you'll be interested in Atlassian Connect?
It might be able to add and extend cloud apps with add-ons by using the Atlassian Connect.
