discrepancy between the list of assignable users for issues within the project and users registered

I have administrator privileges for a Jira project.

To verify the number of billable users, I checked the list of users registered in the project, but found a discrepancy with the list of assignable users for issues within the project. Specifically, there are 4 more assignable users who don't appear in the access screen of the project settings.

Please teach why this inconsistency occurs and how to resolve it.

Billable users are calculated for your entire Jira instance, not just a single project. Comparing the number of licensed users with the number of users on a single project would be useless.

Welcome to the Atlassian community.

The list of Assignable users will be based on the allocation of the Assignable Users permission for the project. Permissions can be granted to user groups and individual users even if the groups, group members, or individuals have not been added to the people assigned to a Project Role for the project.

I found the user list page for the instance. Could you tell me the procedure for removing a user from the instance?

A user would need to have Site Admin (User Access Admin) permissions to be able to see who has access to the system.

While on the list of users, you can click the 3 dots menu to the right of the user. There you can select Suspend access which will remove their access.
