Steps to reproduce:
0. Open Jira on a 1920x1080 monitor.
1. Go to the projects page
What Happens:
2. Not all of the projects fit on one page, so you start to scroll down, and you can only see 7 more projects.
3. Click on the > symbol, wait for the page to load, and it gives you another "page" worth of projects, but you're still down at the bottom of the page, and the top 5 projects are hidden, so scroll up to see those 5, and then scroll down again, to read the projects in order.
4. Click the > symbol, wait for the page to load, and then you can read the last page of projects.
What Should Happen:
All of the projects a browser can reasonably show (1000?) should appear on first load.
