How do I enable Anonymous access to Jira?

Is it possible for anonymous users to create issues in Jira? If so, how do I enable this?

It certainly is in bwhind the firewall JIRA - this page, http://confluence.atlassian.com/display/JIRA/Allowing+users+to+create+issues+anonymously shows you how - I'm sure our OnDemand version will allow the same functionality.
