Jira Service Management won't let users login for Slack workflow connection

I have created a workflow in Slack, that once an emoji is triggered a Jira Service Management request form pops up to submit a ticket. The issue is that the following screen pops up asking the user to connect to their Atlassian account, but when they try to, they get this error message
