Advanced Roadmap/Plan - unable to save changes made

Question

As an admin and named plan editor, I have a plan for one of my teams that has several unsaved changes (made by one user).
These changes cannot be saved by the user (has the right permissions for this) and I cannot overwrite them for him even with my superior permission set.

Is this a glitch on the plan? We have many similar plans that don't have this issue.

Yes all are ticked for the user in question

Previously, I had been able to save changes made by others - that has also stopped

So all the line items are 'selected' (tick) in your list?

While it's not the full screen, it is what I'm prepared to share for confidentiality reasons.
As you can see the Save Changes and Discard buttons are not highlighted and if I were to hover over them the mouse pointer changes a red circle with diagonal line and will not allow me to click on either.
This is also true for the user that put in the changes and they have the correct permissions set for this plan. Previous to June 2024, he had not experienced any problems with the creation of completion of Issues on JIRA
