What is the reason why a bug is created and the Dev Owner is locked and cannot be selected?

Hello, Good day. Whether the "Dev owner" custom field is user created field or this field has been created by any addon ?

To understand, while creating an issue you are able to change the dev owner user, but unable to change the user after the issue has been created?
