I want to change the payment card registered for Jira and Confluence recurring payments, but I can't find the menu. Even in the Atlassian Administration, I can't locate the payment card change menu.

See this support article for instructions. Check both the original and improved navigation experience as your site can be on one of them. And make sure you are the billing admin for your site.
