Unable to execute a rule

Question

I want to execute below rule but it's not working..

Basically what I want is if Pre, post deployment and technical design fields are empty, no one should be able to move the tickets to "Testing" status.. I have created a rule but I see that I am still able to move the  status to testing even if the Pre, post deployment and technical design fields are empty.. Please help and let me know if any corrections are required..

I believe you started at wrong place, if you want to restrict some of the transitions you would have to go to the workflow and then in all transitions that can move issue from whatever status to testing make these fields required. (depending on configuration admins are able to skip that anyways in some cases).
For editing workflow you can make that field required during transition or hide that specific transition until all fields are filled.

Your current automation basically emails everyone on the list if there is some value in all 3 fields of yours.

like Jakub already explained, if you dont want a Ticket to move to the next status you should have edited the workflw with a "Validator" for example:

"The transition requires the following criteria to be valid" after that you just fill out the required fields that you need for example: Pre, post deployment and technical design field.
