Under Date Range, you can filter the issue by Start Date.

Hi, these are Actual Start & Actual End.Basically I'm looking to filter by user and an option to filter by a chosen Start and End time if possible?

Ok that's seem to work, thank you for you help.
Please ensure that 'Actual Start' and 'Actual End' field are enabled for the project then these fields will be visible in filter under custom field.Thank you,Ashish

Otherwise, if you're open to solutions from the Atlassian Marketplace, you may want to have a look at the app that my team and I are working on: JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a range of advanced features - including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting - and works across any number of projects.
Plus, if a field is not available for a given issue, JXL will still allow adding the field to the sheet, and provide an explanation on what might be missing for the field to work.
