Is there any way or workaround to have another types of org admins that they will be allowed to add but not allowed to edit or delete records?

Delete permissions are set per project. You can update your permissions schemes so only specific users, groups or project roles can delete issues.
However, an org admin has administrator rights, and in that role, he or she can edit the permissions schemes so they are able to do this.
This change would be logged in the audit logs and can be traced. So you can't lock them out completely, but you can change the default permissions on your projects, even for org admins.

Just a note that Org Admins may or may not have administrator rights. It depends on what they have been granted.

What about deleting a user or revoking access from users? what I mean is from organization settings?
can this be controllable? or if you have a specific advice please tell me about it.
Also if it's possible to provide what about limiting editing/deleting to Jira configurations e.g. workflows, issues?
