User is deactivated and I cannot activate it as Admin in jira

I have user that is deactivated in the Jira: moshe.kalish@novidea.com
When I trying to activate him, I receiving an error that the account is manages by IDP
When I activate the users somehow in Jira, after a while, it deactivated.
Please assist
In addition I need to provide him access to the Assets App

The issue continues from the last week.

Hi @Ilya Popov and welcome to the Community!

The message you receive indicates that this account is managed in the Identity Provider of the novidea.com domain. If you own that domain, you should be able to reactivate the account, but if you don't, this means that the account is disabled by the user's company. In that case, you don't have control over it.

In the last case, the account can only be re-enabled by the admin of the novidea.com domain, which you or - more likely - that user can request. Or you can set up a new account for that user with a different email address.
