In my active sprint board, there are many columns, in which Paused column represent the tasks have dependence or block by other stuffs. I would like to have a background color for the column. Do you know how to set it up or is it possible?

There is no native feature in Jira to set a background color for a column in a sprint board.
Are you working with a Team Managed project or a Company Managed project?
In a Company Managed project you could use the Card Colors native feature to change the card color for cards that are assigned to the Statuses mapped to the Paused column. That adds a band of color to the left edge of the cards.
