Restrict move status if related ticket has not changed to ready to test status

Hi Everyone,

 

I want to ask about Jira Workflow, in this case I have ticket like this : 

There is Ticket with issue Type Story and QA, I want ticket QA can be move to in progress if Task Engineer already on status Ready to Test. 

Task engineer and Task QA already linked each other 

 

how to add rules for this condition ? 

I didn;t found this configuration as well, or this case is imposible ?

So here when the parent issue is transitioned to dev status > check if the parent issue type is of the type story then transition its linked issue to in progress
