Can jira force templates based on teams?

We're looking to create a template the developers would fill out for QA testing. Is there a way to force that template to be filled out or added based on status?

Do you want to have a template, for example, for Description field? Or are you asking about some form - "object" separated from fields?

* It will be an existing issue type in a specific status
* No preference on where it's filled out. Just that it's required before a specific status change
* Formatting would be just a bulleted list
