Login sso problem

I recently synced atlassian to microsoft entra and turn on SSO authentication for all employees, but for admins i have created a policy so they can login through multiple accounts, i can login with sso and other methods that have same company account for exemple but other admin is forced to connect using sso only, even when he tried to login with normal account and he places his mail he is forced to use sso

Could you elaborate on the exact setup?

Are you using authentication policies in Atlassian access to define which users need to use SSO?

So , i configured atlassian cloud (enterprise application from microsoft entra ) so everyone can use sso authentication, then i created in atlassian a policy for admins so they can use any method of loging in with their company mail, and made another policy so employees can only connect with sso but it wasn't working, we would receive an error like " havin trouble logging in ..." so i deleted that rule and so everybody could join with sso,for exemple me as an admin i can login using sso and username and password, but other admin from our company can only use microsoft, it's being forced

Is that other admin part of the same domain as you?

In other words: was his domain claimed by your Atlassian Access instance?
