Create issue shortcut only in "In Review" swim lane

Do you happen to know why this "Create Issue" only appears in "In Review" and not on the other swim lanes?

This also only happens when the grouping is in "Stories".

Can you tell me what is your first status in workflow and on what column it is mapped?

In my instance button "Create issue" appear on column where I mapped first status from workflow.
