Contact JIRA admins

How do I contact the Systems Administrator to add Confluence as a trusted application in JIRA? I am in the cloud instance and as an admin do not have permission to do so.

Only Atlassian Support have System Administrator access. You can create an issue on support.atlassian.com if you need assistance.
