Please can you share the steps that were followed to delete the site?
Note that when a cloud site's subscription is cancelled, it will still be active until the billing period isn't over.
If you'd like to fast track your site's deletion would recommend you raise a ticket here https://support.atlassian.com/, the atlassian team can manually fast track you site's deletion after your consent.
