Could you give us more details on your issue?

This can happen for all sorts of reason, but the usual one is some form of networking issue. Are you behind a firewall or proxy that could be allowing only partial access or changing the headers? (I recently broke a system by using a mis-configured proxy that dropped some of the request headers)
