Try it in another browser or open a new incognito window and try to export it again.
Also, there is one more option to export the issues, you can see an excel icon click on that and follow the steps. check if that one is working or not.

Have you tried to export your issues in multiple batches (like 300,200 and 100 issues for example)? Have you tried using a different browser and do this in incognito mode?
