Update child field option when parent field is updated or disabled/deleted

I am unable to disable the child option even when I could disable the parent option for 'customfield' options.

Surely, I can provide more context.

I am trying to update the custom field options for both parent and child (cascaded dropdown) via API based on updates in the source data. 
I am able to update parent options (group/first dropdown) but unable to update child option (cascaded dropdown).

Would appreciate any help in this context.
