i deal with autocad drawing that need either updating or creating new. Also needs to be reviewed by engineering and others. How/what template should i start with to use this flowchart. i have use Trello in the past and was easy to add members. But now with jira i am limited on asking people to be members do to number of licences. i would like to know if i can add people and just have them as agents and not members.

Unfortunate user will need to be licensed to use Jira and view and edit and transition issues.
Jira is free up to 10 users.
