Is it possible to fetch the data from jira project Dashboards ?

No this can't be done.
A dashboard is build up from data within Jira, so you always get the data from Jira.
A dashboard is built up from data within Jira.
Dashboard gadgets use filters, via the API you can fetch this data as well as you are albe to use JQL in API calls as well.
