This is usually not checked with an automation rule, as this kicks in after you have already done something (like in this case: transition an issue to a different status). The common way to deal with this, is using workflow conditions and validators, which allow you to check conditions before you actually allow the transition to occur.

The settings I am referring to apply to workflows in company managed projects. Team managed workflows allow you to define rules on transitions, but these are far more limited in capabilities.

You would do that by customizing the workflow.
If this is for a Company Managed project, you would add Field Required Validators to each transition where you want to apply this requirement. You can learn about managing workflows for Company Managed projects here:

You would use the rule Restrict to when an issue is a specific value
Note that not all fields are supported for these validators/rules. If the fields you want to check are custom field, you may not be able to select them in these configurations.
