Is there a API to connect our application to Jira Service Management

We would like to make our web application to directly create a Service request or report an issue to Jira Service Management. Is there a way to do this?

JSM has a public REST API available. You can find documentation right here. But there's also a widget you can embed in your web application to create requests. See this support article for more information on that widget.
