Issue Time in Status Reports app

Question

My Jira Admin added the Issue TIme in Status Reports app to my projects, but I cannot run it. The app isn't even popping up in my apps section at all, though if I search for it in the marketplace, it shows as "added". Whats the issue? Is this app only usable by those with the Jira admin permission?
