Is there a way to only allow comments and stamps for users, and not being able to edit any items on the Confluence Whiteboard?
Hi Marina - Welcome to the Atlassian Community!
See if this artlce helps you.

Specifically, see the section called: Interpret content-level access settings
Hello @Marina Kim , welcome to the community! For permissions in Confluence, you would need to have the Premium tier of confluence. Also when editing the permissions, you would click on the lock icon:
You can define who can only view and who can edit your whiteboard.
Is there an open request to have access to only comment on a board?
I would like to +1 that request.
