Is there a way wherein I can configure an automation rule to know if there is someone in our company that is deleting any issue type, any filter or any dashboard and send me an email on what who deleted and what he deleted in JIRA?

No, currently there is no automation rule that can do that. You can use the Revyz Configuration Manager for Jira app that can show you if something was deleted, but it won't send an automated email.
