When I edit a comment in Jira, an update e-mail is not sent to all participants. How do I fix this?

If you are Jira admin, then go to project settings --> NotificationsVerify is the intended user is part of notification type "A comment is edited".

Have you checked the notification scheme for that project more specifically the "An issue is edited"? Have the users checked their personal settings > notifications for projects and issues and the Default notification settings?
