Outgoing Mail - Adding new SMTP server

As a JIRA admin, I am not able to see the 'Configure new SMTP mail server' button under

You cannot this is JIRA Cloud. That option is for JIRA System Admins. Moreover, there is already a SMTP mail server setup so you don't need configure anything.
