I'd like to allow multiple team members to post comments on a single powerpoint file embedded in Confluence, sort of like what is possible with Sharepoint. does anyone know if that is possible and how to do it?

Here instructions on how to comment on attachments. It only works with attachments that have preview - https://support.atlassian.com/confluence-cloud/docs/share-and-comment-on-files/
