In the form screen, I have created a dropdown list and set 'Other' as an option. Is it possible to display the "New Option" field on the portal only when 'Other' is selected?

Yes, it is possible, but to do so you need to create a section on your form, so that the 'field that you want to place the Other comments in', is only displayed on condition, and that condition is when the drop down list = Other
