Post creation adding attachment, blocking workflow

Question

On jira cloud, I have

- Workflow which has at the second column (status) a requirement that an attachment is added

- the first column (status), is for people to submit tickets and work on them.

- the second status has a bunch of required fields added to move to that status.

Issue

- I can update any of the other required fields and they go through, however when I add an attachment to the ticket after created, it tells me the ticket can't be moved because no attachement?
