Safe customer notifications not disabling for Admin Accounts

I am experiencing an issue with our Jira Service Management instance where the "Safe Customer Notifications" setting is not disabling for admin accounts. Despite multiple attempts to turn off this setting, it remains active. Not sure what to do to remove this.
