how can i give IP allowlist permissions to jira admin?

I have a Site admin in jira who can go to admin part to Security and then when going into IP allowlist it shows that he has no permissions to see it. I need him to see it and edit.

How can i provide him such permissions as jira admin?

You would have to grant that user Organization Administrator permissions.
