How do i define a set of words to be underlined in Jira markup language.
to underline, you would use - before and after the word
like +underlined+
but how would you underline: "this is what should be underlined"
without underlining each word?

Have you tried surrounding the entire text with the plus-sign for underlining? For example:

i tried using single quotes, double quotes and tick marks just for yucks.
all the same, it shows up like this in the Description field:
+"this is what should be underlined"+
Where are you trying to enter that formatting?
With the "new issue view" editor, the field controls support adding things like underline, not by manual entry.
I updated a Description field using both an issue import from CSV and an automation rule and the formatting worked as expected.
in the description field.
your import contained underlining multiple words?
i have a text file that contains a good example of what i am doing.
