I edit the permissions and still can not create issue from backlog

Edit permissions to Administrators, Project Lead, all users - still can not create issue from backlog

Hello, Good day. You are able to create issue from top menu, but you are unable to create issue directly from backlog ?

If yes, whether you are getting any error message or create issue button is not available ?
