We want to create Multi level cascading fields in JSM , can we try with behaviours or any other option

Out of the box, it is not possible.  You will need a third party add-on to provide you with that functionality.  Here is a one that you can take a look at from Atlassian Marketplace -

A question, you need to determine is what is your business need to have a setup for your ask.
