How to enable VISURE syncing to JIRA?

I am evaluating VISURE requirements tool with the JIRA plug in, but cannot get the plugin to actually connect with JIRA. Get a permission issue. I think I have all the perms I need. research indicates I need to Enable Remote API, but that option seems to be missing from the UI>

I am using the JIRA cloud solution.

Perhaps you can share the documentation you're referring too and we can help out point to the direction of the setting required.
