But issue was it's a scrum board and we observed that we have to start specific sprint then only it will appear on board

What error do you see when you create them?

I'd also check...

* Where you are creating the issues; for example, are you creating them on a board but also have a backlog, where they might be visible instead?
* Do you have any filters applied to the board?
