Current user not permitted to use Confluence

I'm using Oauth 2.0 for confluence

i want to check with some of the REST Api's for confluence with access token I've got the result while using APi tokens for authentication purpose, but i can't use accesstokens instead API token 

at the time i'm having this error

"Current user not permitted to use Confluence "

based on the error it seems that Confluence correctly authenticates user. Please verify that user has permission to use Confluence (https://support.atlassian.com/user-management/docs/give-users-access-to-products/)
