On the Project templates screen, I can't see Software development on the left and there's no Kanban template. I have selected jira service management.

Do you have Jira software?
Go to https://admin.atlassian.com/ and check products.
Do you have a Jira Software plan, if so you might not have access or have access, but no admin permissions on JSW.
