when i change from story to task or other issue type a notice pops up and repeatedly pops up.
how do you disable these notices?

I do not believe that is possible; you will need to dismiss them when they appear.
There are several such pop-ups for actions in Jira, and there have been suggestions to improve the behaviors, such as having them automatically dismiss after a period of time: https://jira.atlassian.com/browse/JRACLOUD-77222
