organization is not active in the Issue Creation form

I created an organization, but the organization is not activated in the issue form.
How can I make the organizational list visible in the issue form?

Did you start typing the name of the Organization? Are you executing the form on behalf of a user? Or as an Agent directly?

I already created an organization in the product > JIRA SERVICE MANAGEMENT>organization menu.

I'm setting up an agent as an administrator.

I don't know why the organization setting is empty when creating an issue form even though I set up the organization..

1. Yes, I entered the organization in the settings.
2. The agent is running directly.
