Ese usuario debe tener el permiso de Usuario asignable en el Esquema de permisos adjunto al proyecto.
Y debe ser un Agente.

Welcome to the community. I agreed with what @John Funk stated that user must be called in your JSM project's permission scheme with "Assignable Issue" right + he/she must also have an agent license for your site and a member of your project's Service Desk Team project role.
