You need to expand on "bulk change doesn't work" probably.
However, when you say that, I assume you're trying to "edit" the issue type. You might want to try "move" instead
additional information - need to convert from sub-task to another sub-task issue type
If all else fails, it seems like you'd have to move the project to a copy of the workflow, and then allow editing of closed issues.
