In my Org, we have a Jira Service Management Portal and we have a project inside it which customers has given access to.
There are 2 users from a external organisation accessing the project, (User A & User 
When user B tries to login to Jira, the email verification code is sent to user A
I have checked and made sure that the Jira accounts are created with correct email address.
Who could be the issue?
