With Confluence, do I pay per user or per license used?If a user is no longer working with Confluence at the moment, can I revoke their site access and stop paying for it? Or do I have to delete the user completely to save the costs?

You are paying for user who has granted license to your product. User can exist. You don't have to delete it.

It is per user license bases. You can check and drop a ticket to Confluence support for better understanding on the billing.
