I was able to get the below rest call in the browser successfully.
https://test.atlassian.net/rest/api/2/user/bulk?accountId=6363182ba
Please re-check if you use the valid credentials while accessing the rest call.
If possible, try different browsers(or Clear the browser cache in the current browser and check).
Please note that: You need to validate this api in the browser where you logged into the atlassian account.
